Missouri grocers and retailers will have more time to prepare for the state’s Healthy SNAP initiative. The Missouri Department of Social Services announced an updated implementation timeline for the program, establishing a new launch date of Feb. 15, 2027, according to the department. The extension is intended to give DSS time to continue collaborating with stakeholders and retail partners ahead of the rollout.

The Healthy SNAP initiative stems from Executive Order 25-30, which Gov. Mike Kehoe signed Sept. 29, 2025. The executive order directed DSS to prepare and submit a waiver to the USDA Food and Nutrition Service to refocus Missouri’s Supplemental Nutrition Assistance Program. The waiver aims to prioritize healthy foods and nutritional value, discourage foods that are high in added sugar and ultra-processed ingredients and support Missouri agriculture, according to DSS.

The program was first slated for an October 2026 rollout. DSS said shifting the launch to early 2027 allows the state to incorporate feedback from local grocers, agricultural partners and community stakeholders. The department submitted updated waiver materials to FNS on June 3, including revisions to definitions and the extension request, and is awaiting further guidance. DSS plans to use the extended window to finalize program infrastructure, including regulatory guidance and educational materials for Missourians.

To support the transition, DSS will provide retail partners with a comprehensive product identification list. The resource enables merchants to update their inventory databases and point-of-sale systems ahead of the implementation deadline.

“Healthy SNAP is a critical investment in the future of Missouri families, and our administration is committed to a smooth rollout that ensures SNAP benefits are being used to purchase healthy, nutritious foods,” Kehoe said. “Extending this timeline to February 2027 ensures that when the program refocus launches, it will have a well-supported network of local retailers fully prepared to deliver widespread support to our communities.”

Dan Shaul, president and CEO of the Midwest Retail & Grocery Alliance, welcomed the extended timeline.

The decision to extend the implementation timeline reflects a thoughtful approach that considers all angles and allows stakeholders the opportunity to prepare effectively.

The DSS Family Support Division administers public assistance programs including SNAP, Temporary Assistance, Medicaid, child support, blind services and other basic needs.

SuN Bucks Applications Open For Summer

DSS also is reminding Missouri families that applications are being accepted for the Missouri SuN Bucks (Summer EBT) program to support families through the summer months.

“Our goal at DSS is to ensure that no child goes hungry, whether school is in session or not,” said Jess Bax, DSS director. “The SuN Bucks program provides critical, immediate relief to families, and we encourage all eligible Missourians to visit our website and apply today so we can get these vital resources directly into the hands of the families who need them most.”

SuN Bucks is a seasonal program designed to help families buy food for their school-aged children during June, July and August. Qualifying families will receive a one-time $120 benefit per eligible child loaded onto an EBT card, which can be used to purchase nutritious foods at authorized locations.
