The Pennsylvania Food Merchants Association (PFMA) has appointed Joy Sgro, VP and general manager at C&S Wholesale Grocers, to its board of directors.
Sgro brings more than 40 years of experience in food and beverage wholesale distribution, merchandising and independent grocer support.

“I am extremely honored to join the PFMA Board of Directors,” Sgro said. “Supporting independent grocers has been the focus of my career, and I appreciate the opportunity to continue that work alongside PFMA and its members.”
Sgro first joined C&S Wholesale Grocers in 2015, leading merchandising for the company’s Robesonia division. She retired in 2020 but returned to the company in February 2022. In her current role, she manages key retailer relationships across the Robesonia, Dubois and Olean regions.
Her industry involvement extends beyond C&S. Sgro served as chairman of the board for the National Frozen and Refrigerated Association (NFRA) in 2017 and has held multiple board positions throughout her career.
PFMA President and CEO Alex Baloga said Sgro’s background will strengthen the association’s work on behalf of its membership.
“Joy brings a deep understanding of the food and beverage industry and the needs of independent grocers,” Baloga said. “Her experience and perspective will be a strong asset to our board and our members.”
The appointment adds a wholesale distribution perspective to PFMA’s board at a time when supply chain dynamics and independent grocer competitiveness remain top-of-mind issues for the Pennsylvania retail food industry.
