Industry Leader Kantor Joins NACS As General Counsel

Doug Kantor has joined NACS (National Association of Convenience Stores) as general counsel. Kantor most recently served as a partner at Steptoe & Johnson LLP.

In this role, he worked with the NACS government relations team to define effective policy-based solutions to public policy issues ranging from fuels to financial services. Kantor also established and administered coalitions of companies and trade associations that share common legislative and regulatory objectives, especially the Merchants Payments Coalition, which includes several retailer-based trade associations that address reform of the system of credit and debit card swipe fees.

Kantor brings professional insight from his experience as a litigator and political appointee to develop policy-based solutions to public policy issues. His legal experience includes appellate litigation, campaign finance law counseling, privacy law counseling, defending state attorney general investigations, litigating securities enforcement actions and managing class-action suits.

“Doug greatly strengthens our internal public policy talent and brings legal competencies to our staff. During his tenure as outside counsel to NACS, Doug made instrumental contributions to our government relations initiatives, particularly in the payments, tobacco and fuels areas,” said NACS President and CEO Henry Armour.

Prior to Steptoe & Johnson, Kantor practiced at Collier Shannon & Scott PLLC. He also served as special counsel and deputy chief of staff at the U.S. Department of Housing and Urban Development.

Kantor received a bachelor’s degree from the University of Virginia and a J.D. from Yale Law School. He has been recognized by The Hill on its “Top Lobbyist” and “The Legal 500” lists.
